Summary: Regulation (EU) 2020/872 - adopted by the Council of the European Union and the European Parliament on 24 June 2020 - which introduces amendments to Regulation (EU) No 1305/2013 to address support under the European Agricultural Fund for Rural Development (EAFRD) in response to the COVID-19 (coronavirus) pandemic. Further information: The farming and food sectors reported a number of difficulties as a result of the coronavirus outbreak across the European Union (EU). Economic disruption to the agricultural sector and rural communities led to liquidity and cash-flow problems, which resulted in need of emergency support to maintain activity. This Regulation introduces provisions for temporary aid, for a targeted purpose in unprecedented circumstances. The support is to take the form of a one-off lump sum for farmers and for SMEs active in processing, marketing and/or development of agricultural products. Payments by the Commission are to be made in accordance with budget appropriations and subject to available funding. The proposal was tabled by the European Commission on 30 April 2020 and included solely targeted amendments to Regulation (EU) No 1305/2013 concerning support for rural development by the EAFRD. The European Parliament and the Council of the European Union signed off the draft law on 24 June, which was published in the Official Journal on 26 June. |
