Following an increase in irregular border crossing into the European Union, and an evolving threat to internal security, the EU authorities highlighted the need to address these challenges through a common approach. Interoperability refers to the ability of information technology systems and of the business processes they support to exchange data and to enable the sharing of information.

In December 2017 the European Commission presented a proposal establishing the framework for interoperability between information systems in the European Union relating to borders and visa. This draft law provides for the establishment of four interoperability components: a European search portal (ESP) which allows for the creation of a 'one-stop shop' on a computer screen when border guards or police officers are verifying identity documents; a shared biometric matching (SBM) service; a common identity repository (CIR) that would provide basic biographical and biometric information; a multiple-identity detector (MID).

The EESC adopted its opinion in May 2018. On 13 June, the Commission put forward an amended proposal to align it with other legislative proposals recently agreed by the co-legislators. A first draft report by the relevant committee of the European Parliament on the proposal was put forward on 11 June and then again on 24 July to cover the amendments. The Council of the European Union's commitee of representatives agreed on its general approach regarding this draft law on 14 June and later amended it on 12 September.

Another proposal was put forward simultaneously regarding the interoperability between information systems in the field of police and judicial cooperation, asylum and migration.
