Summary: Regulation of the European Parliament and of the Council of 20 June 2019 recasting the Persistant Organic Pollutants (POPs) Regulation. Further information: Regulation (EC) No 850/2004 - also known as the POPs Regulation - implements the commitments of the European Union under the Stockholm Convention on Persistent Organic Pollutants, and under the Protocol to the 1979 Convention on Long-Range Transboundary Air Pollution on Persistent Organic Pollutants (the POPs Protocol). The Regulation has been substantially amended several times. Since it is necessary to make further amendments, the Regulation should be recast in the interests of clarity. The recast Regulation essentially maintains all provisions of the existing POPs Regulation, including those that go beyond the requirements of the Stockholm Convention and the POPs Protocol. However, certain technical amendments are deemed necessary to improve the clarity and functioning of the Regulation. The European Commission presented its proposal for the recast Regulation on 22 March 2018. The European Parliament adopted its negotiating position on 15 November, and the Council of the European Union adopted its general approach on 28 November. An informal agreement between the co-legislators on a compromise text was reached on 19 February 2019. The Parliament formally endorsed it on 18 April, followed by the Council on 13 June. |
