Summary: On 30 November 2016 the European Commission presented a proposal for a Regulation bringing together the existing scattered planning and reporting obligations from the main pieces of EU legislation across energy, climate and other Energy Union related policy areas. The Council of the European Union held debates on this draft law on 27 February and 26 June 2017, reaching an agreement on its general approach to the text on 18 December. The European Parliament's plenary session approved a resolution featuring its position and also the mandate for negotiations on 17 January 2018. The talks started in February, with an informal agreement being reached on 20 June. The Regulation was adopted on 11 December. Further information: The proposed law results from the need to provide the Energy Union with a strong framework to ensure that policies and measures at various levels are coherent, complementary and sufficiently ambitious. It aims to significantly reduce the administrative burden for national and EU stakeholders. It reduces, aligns and updates a set of requirements, and removes existing duplications. It integrates, streamlines or repeals more than 50 existing individual planning, reporting and monitoring obligations of the energy and climate acquis. The new Regulation amends Regulations (EC) No 663/2009 and No 715/2009, Directives 94/22/EC, 98/70/EC, 2009/31/EC, 2009/73/EC, 2010/31/EU, 2012/27/EU, and 2013/30/EU, and Council Directives 2009/119/EC and (EU) 2015/652. It also repeals Regulation (EU) No 525/2013. The proposal was adopted as part of the Clean Energy Package presented simultaneously with the aim of delivering on the EU 2030 energy and climate goals. |
