Summary: Regulation of the European Parliament and of the Council of 25 November 2015 concerning open internet access, universal service and users’ rights relating to electronic communications networks and services, and roaming on public mobile communications networks within the Union. Background and further information: Europe must tap into new sources of growth to restore competitiveness, drive innovation and create new jobs. The global economy is evolving towards an internet economy, and ICT should be fully recognised as a source of smart, sustainable and inclusive growth. Europe cannot afford to renounce the benefits of connected technologies which account for 50% of productivity gains in recent years, across all sectors; which create five jobs for every two lost; which is a driver of innovative new services which can quickly reach global scale if enabled to grow. The general objective of the Regulation is to move towards a single market for electronic communications in which:
The proposal for this Regulation was adopted on 11 September 2013 by the European Commission as part of a legislative package for a 'Connected Continent: Building a Telecoms Single Market' aimed at building a connected, competitive European continent and enabling sustainable digital jobs and industries. |
