Summary: Regulation - adopted in October 2014 - which sets out rules to prevent, minimise and mitigate the adverse impact on biodiversity of the introduction and spread of invasive alien species within the European Union (EU). Also known as IAS Regulation. Further information: Invasive alien species (IAS) are species that are initially transported through human action outside of their natural range across ecological barriers, and that then survive, reproduce and spread, and that have negative impacts on the ecology of their new location as well as economic and social consequences. The EU undertook to halt the loss of biodiversity with the 2020 Biodiversity Strategy, in line with the international commitments adopted by the parties to the Convention for Biological Diversity. Unlike some of its trading partners, the European Union lacked a comprehensive framework to address the threats posed by IAS. The European Commission therefore adopted a legislative proposal on 9 September 2013. An informal agreement between the co-legislators on a compromise text was reached on 5 March 2014. The European Parliament's plenary session endorsed it on 16 April, followed by the Council of the European Union on 29 September. The Regulation was formally adopted on 29 October 2014. |
