A report published by the (UK) House of Commons Committee on the Office of the Deputy Prime Minister on 5 January 2005 says the powers Government Ministers were prepared to give elected regional assemblies were 'unclear, too limited to make them effective and unlikely to persuade voters and local and national politicians they were worth having'.
