Reform of public services: What role for social dialogue?

The report describes by means of specific case studies how municipalities across Europe have been trying to cope with a wide range of pressures (financial, demographic, political...) that are leading to significant changes to the way they manage and deliver their services. It also aims to see to what extent social dialogue can play a role in that process.
