Reform launch by EU likely to fall flat

The relaunch of the European Union's Lisbon Agenda, due to take place at the Spring European Council on 22-23 March 2005, has been overshadowed by the row over the Stability and Growth Pact. A draft document prepared by the Luxembourg Presidency is reported to be so bland that it will not now be debated at the Spring Council and the final text will be agreed by EU Foreign Ministers meeting on 16 March.
