Prepared for the European Monitoring Centre on Racism and Xenophobia by UNISP (Unione Italiana Sport per Tutti; Comitato Regionale Emili-Romagna). The author is Carlo Balestri. The report was originally presented at the Extraordinary Congres of FIFA (Fédération Internationale de Football Association) in Buenos Aires on 7 July 2001, where a resolution to fight racism was approved the day before by the FIFA Conference against Racism.

Please note that the European Monitoring Centre on Racism and Xenophobia (EUMC) was replaced by the European Union Agency for Fundamental Rights (FRA) in 2007.
