Date: 23/01/1997 Economics Commissioner Yves-Thibault de Silguy has come up with a new rule of thumb for deciding whether countries should be allowed into EMU. Criticising those people who believe that only northern European member states should form the first rank of single currency qualifiers in January 1999, he quipped: “We will demand a high degree of convergence and not a high degree of latitude.”
