At a special cabinet of regional governors on 13 September 2004 Russian President Vladimir Putin outlined drastic changes to the country's political system, ending the direct election of regional governors and further centralising power in the Kremlin. The announcement was made in the wake of the Beslan school siege and has been criticised as a move towards authoritarianism. The plans are the most significant reforms to Russia's political institutions since 1993.
