The governments of Germany, Britain, France, Ireland and Poland have submitted a joint letter to Giscard d'Estaing, Chairman of the Convention on the Future of Europe, proposing a new body that would monitor further integration and represent a check and balance on EU proposals and help to improve democratic legitimacy. The five governments want to ensure the European Commission does not acquire powers that could be better exercised at either a national or regional level.
