The ESPN Flash Reports are produced by the European Social Policy Network (ESPN) established in 2014 to provide the European Commission with independent information, analysis and expertise on social policies. The topics presented in the Flash Reports are identified by ESPN experts in the light of significant developments in their countries, or in some cases suggested by the Commission.

The debate on child-related pensions, long present in academic circles and the public sphere in some countries, reached Hungary in 2012-2014 with the proposal to introduce a child-related point system for pensions. It was initiated by academics and an NGO, and it provoked fierce public responses. Despite comments by political actors, the proposal has not reached political decision-making.
