On 10 May 2017, the European Commission, continuing on the path laid down in the White Paper on the future of the European Union, published its proposal for Harnessing globalisation. The purpose of this 'discussion paper' is to initiate a debate with member states on how to address the challenges of changing global economic interdependence.

In this Tribune, Elvire Fabry, senior research fellow at the Jacques Delors Institute:

- analyses the need to strengthen the European consensus on trade and investment policy;
- calls to raise awareness of a paradigm shift that strives to protect without protectionism, by the adoption of key measures such as shielding strategic sectors from foreign investment;
- and proposes a proportionate protection of those strategic sectors.
