In an earlier report published in February 2006 (24th Report of Session 2005-2006, HL Paper 119), the Committee raised a number of concerns regarding the European Commission proposal to set up a European Institute for Gender Equality and recommended the Government should not agree to this proposal whilst it was still under parliamentary scrutiny. In light of the fact that the United Kingdom voted to approve the proposal at an European Employment meeting in June 2006 before parliamentary scrutiny clearance had been given, this supplementary report examines these recent developments and considers the questions of principle arising out of the Ministerial decision for the UK vote to be made despite outstanding scrutiny issues. The report goes on to make a number of recommendations as to how the Government should proceed in relation to the issues still outstanding at the time of the scrutiny override.
