Proposals on EU constitution raise concern

Valéry Giscard d'Estaing, Head of the Convention on the Future of Europe, is set to ask the Convention to consider allowing European Union treaties to be approved even if some Member States fail to ratify them. The proposals to be put forward on 4 April 2003 will also give Member States wishing to leave the Union two years to agree the terms of their departure.
