Summary: The European Commission adopted on 31 May 2018 a proposal setting up the Reform Support Programme (RSP), which aims to provide financial and technical support to Member States pursuing and implementing reforms aimed at modernising their economies, notably reform priorities identified in the context of the European Semester. Further information: The proposed RSP includes three separate complementary instruments: + The reform delivery tool, in the form of a financial support instrument; The Programme thus aims to support Member-State governments and public authorities, upon their request for technical support or upon their submission of proposals for reform commitments, in their efforts to design and implement growth-sustaining structural reforms. The Reform Support Programme is to have an overall budget of €25 billion and intends to support reform efforts in areas such as product and labour markets, education, tax systems, capital markets, business environment as well as investment in human capital and public administration reforms. The proposal was put forward in the framework of the discussions on the Multiannual Financial Framework (MFF) for the period 2021-2027. It is also part of the process to strengthen and deepen the EU's Economic and Monetary Union. |
