Summary:Legislative initiative - first adopted by the European Commission on 29 May 2018 and later amended on 13 December 2023 - seeking to facilitate cross-border solutions. It is also known as the ECBM proposal or the proposal for a Regulation on Facilitating Cross-Border Solutions. Further information:Interreg funding has supported cross-border cooperation programmes in border regions across the European Union (EU) since 1990, and including those with EFTA countries. The main achievements of Interreg programmes include: increased trust, greater connectivity, improved environment, better health and economic growth. However, a cross-border review carried out between 2015 and 2017 showed that border regions still fared less well than other regions within a Member State. The outcome of that review was included in a Communication on boosting growth and cohesion in EU border regions (2017), which also pointed to ways in which the EU and its countries can reduce the complexity, length and costs of cross-border interaction and promote the promote the pooling of services along internal borders. It also put forward an action plan which comprised an action specifically addressing legal administrative border obstacles. These may be difficult to address by programmes alone. On 29 May 2018, the European Commission adopted a draft Regulation setting up a voluntary mechanism aimed at resolving obstacles in border regions. The European Parliament adopted its negotiating position on 14 February 2019. However, the Council of the European Union was not able to agree on its own general approach to the proposal and eventually discontinued work on the file. On 14 September 2023, the Parliament adopted a Resolution recommending a set of amendments to the initial text. The European Commission eventually adopted an amended proposal on 13 December 2023 taking into account the concerns, comments and recommendations from both co-legislators. The Council of the European Union adopted a general approach to the amended text on 23 October 2024. |
