Summary

Regulation (EU) No 347/2013 - adopted by the co-legislators on 17 April 2013 - laying down guidelines to develop priority corridors and areas of trans-European energy infrastructure in a timely fashion. This is also known as the TEN-E Regulation. It repeals Decision No 1364/2006/EC and amends Regulation (EC) No 713/2009, Regulation (EC) No 714/2009 and Regulation (EC) No 715/2009. This is a text with EEA relevance.

The Europe 2020 strategy prioritises sustainable growth by promoting a more resource-efficient, more sustainable and more competitive economy. That strategy places energy infrastructure at the forefront of this effort by underlining the need to urgently upgrade the networks across the European Union, interconnecting them at the continental level, in particular to integrate renewable energy sources.

The guidelines set out by this Regulation established 12 regional groups for trans-European energy infrastructure (TEN-E), which selected projects - nine priority corridors and three priority thematic areas were identified. The European Union helps countries in priority corridors and priority thematic areas to work together to develop better connected energy networks, and provides funding for new energy infrastructure. Financial support may be accessed from Connecting Europe Facility (CEF) - the proposal for this scheme (2014-2020) was put forward on the same day as part of the energy infrastructure policy package.

The European Commission tabled the proposal for this Regulation on 19 October 2011. The plenary of the European Parliament adopted its position on 12 March 2013, which was endorsed by the Council of the European Union on 21 March. The Act was signed by the co-legislators on 17 April and published in the Official Journal on 25 April 2013.
