Summary:Legislative initiative tabled by the European Commission on 17 May 2023, seeking to reform the Union Customs Code (UCC) and establish the European Union Customs Authority. This is a text with EEA relevance. Further information:Customs authorities are increasingly burdened with an ever-growing range of tasks. They are squeezed between the amount and complexity of those tasks on one hand, and a sharp increase of low value shipments in e-commerce on the other. Moreover, the European Union (EU) does not have full visibility and control over which goods enter and leave its single market, due to the absence of a central supply chain supervision. The administrative burden for trade is deemed problematic, there are difficulties in controlling e-commerce goods, data quality and access are limited, and implementation is divergent between Member States. This draft law introduces a reform aiming to strengthen the capacity of customs to supervise and control which goods enter and leave the Customs Union. It simplifies the UCC and cuts red tape. It was adopted by the European Commission on 17 May 2023 as part of a wider legislative packages seeking to reform the EU's Customs Union. |
