Summary:Regulation (EU) 2021/2115 - signed off by the co-legislators on 2 December 2021 - establishing rules on support for the Strategic Plans drawn up by the Member States of the European Union (EU) in the framework of the Common Agricultural Policy (CAP), which are financed by the European Agricultural Guarantee Fund (EAGF) and by the European Agricultural Fund for Rural Development (EAFRD). It repeals Regulation (EU) No 1305/2013 and Regulation (EU) No 1307/2013. Further information:The Regulation sets out rules on the objectives to be pursued through support financed by EAGF and EAFRD under the CAP as well as related indicators. It also lays down rules on the types of intervention and common requirements for Member States to pursue those objectives as well as the related financial arrangements. It sets out rules on the so-called CAP Strategic Plans and on coordination and governance, as well as monitoring, reporting and evaluation. It covers a period between 2023 and 2027. Regulation (EU) No 1305/2013 sets out the objectives of the EAFRD, the rules governing EU support to rural developments funded by this instrument and how it contributes to rural and agricultural development for the period 2014-2020. Regulation (EU) No 1307/2013 sets out rules for direct payments made to support farmers under the CAP. As foreseen in its 2017 Work Programme, the European Commission held consultations on the simplification and modernisation of the CAP. The outcome was presented in a Communication on the Future of Food and Farming, published in November 2017. It later informed a legislative package introducing a new CAP reform, published on 1 June 2018 by the Commission in the framework of the discussions concerning the Multiannual Financial Framework (MFF) for the period 2021-2027. There was an understanding that the sectoral context had changed substantially since the previous reform, and so had the wider objectives of the European Union. The European Parliament's relevant committee initially approved a preliminary position on 2 April 2019. The Council of the European Union adopted its general approach on 21 October 2020. Under a new parliamentary term, the Parliament's plenary adopted its own negotiating position on 23 October. Trilogue negotiations were launched in November 2020. An informal agreement on a compromise text for this file was reached by the co-legislators on 25 June 2021. This was formally endorsed by the Parliament on 23 November and by the Council on 2 December. The Act was signed on the same day and published in the Official Journal on 6 December 2021. The first package of CAP Strategic Plans was approved by the Commission on 31 August 2022. All the Strategic Plans had been approved by the start of the new Common Agricultural Policy on 1 January 2023. A number of relevant Delegated and Implementing Acts have been published since the adoption of this Act. In November 2023, the Commission adopted a report examining the combined efforts of the national Strategic Plans towards the CAP's objectives. |
