Summary: Regulation (EU) 2021/1148 - formally adopted by the European Union on 7 July 2021 - establishing the Instrument for Financial Support for Border Management and Visa Policy, in the framework of the Integrated Border Management Fund (IBMF), for the period 2021-2027. Further information: This Regulation establishes the Instrument for Financial Support for Border Management and Visa Policy as part of the Integrated Border Management Fund (IBMF). The IBMF is established by this Regulation jointly with Regulation (EU) 2021/1077 for the period between 2021-2027. This Regulation lays down the policy objective of the Instrument, its specific objectives and measures to implement them, the budget, the forms of EU funding and the rules for providing such funding. In the context of the migratory challenges and potential threats at external borders, this Instrument aims to contribute to an adequate distribution of financial resources to most affected Member States and assist them in building up sufficient capacity to address the challenges they are facing. The draft law was tabled by the European Commission on 12 June 2018 in the framework of its proposals on the wider Multiannual Financial Framework (MFF) for 2021-2027. The plenary of the European Parliament adopted its negotiating position on 13 March 2019. The Council of the European Union adopted its general approach on this file on 7 June, excluding the provisions relating to the wider financial framework. A political agreement between Member States on the financial ceilings of the wider MFF was reached in July 2020. The Council amended its general approach in October 2020. The co-legislators reached an informal agreement on a compromise text concerning this file on 10 December 2020. This was formally endorsed by the Council of the European Union on 14 June 2021 and by the Parliament on 7 July. The Act was signed by the co-legislators on 7 July 2021 and published in the Official Journal on 15 July 2021. |
