Summary: Regulation (EU) 2020/1781 - adopted by the co-legislators on 25 November 2020 - aimed at offering support from the European Maritime and Fisheries Fund (EMFF) to fishermen affected by the closure of the Eastern Baltic cod fishery to permanently decommission their fishing vessels. Further information: In the context of declining conditions and numbers for the Eastern Baltic Cod, the European Commission adopted in July 2019 a set of emergency measures prohibiting the fishing of this species until year-end; the Council of the European Union decided in October 2019 on further fishing restrictions for the following year. However, specialist analysis indicates that recovery cannot be expected for several years. The measures are expected to lead to redundant fleet capacities and to severe adverse socio-economic consequences for the related coastal communities and fishing businesses. The Commission thus concluded that contingency measures were necessary for the fisheries sector. These measures consist in introducing a capacity ceiling for the Member States in the Baltic Sea whose fleets are affected by the adverse situation for Eastern Baltic cod and a capacity exit regime for fleets formerly fishing on Eastern Baltic cod. The support should then be provided through the European Maritime and Fisheries Fund (EMFF), offering the possibility to the Member States affected by the situation to grant financial support for achieving and maintaining a balance between the fleet capacity and the fishing opportunities by making financial support for permanent cessation of fishing activities through scrapping eligible under the EMFF 2014-2020. This proposal hence aims at the sustainable management of Baltic Sea fish stocks by reducing redundant fleet capacities in the Eastern Baltic cod fishery. The European Commission put forward the legislative initiative on 31 October 2019. The Council of the European Union adopted a general approach on this draft law on 16 December. The European Parliament's relevant committee adopted a negotiating position and mandate for trilogue negotiations on 23 April 2020. The first round of talks was held on 6 July and, following a second round on 22 September, an informal agreement was reached between the co-legislators on a compromise text. The co-legislators signed the Act on 25 November 2020, which was published in the Official Journal on 30 November 2020. |
