Russia's military invasion of Ukraine launched in February 2022 had an impact on operators of the fisheries and aquaculture sector in the European Union (EU). The disruption of trade flows of key commodities aggravated the increase of prices of key inputs. Trade between Ukraine and the EU was affected by the unavailability of transport. A part of the EU fleet ceased fishing, given the decrease in profitability and the impossibility of compensating the increase in input costs. Fishing vessels operating in the Black Sea faced the threat of possible military activities, leading to a precautionary suspension of their activity. Significant market disruption has therefore been registered.

Regulation (EU) No 508/2014 set up the European Maritime and Fisheries Fund (EMFF). This proposal introduces specific measures aimed at alleviating the consequences of the military aggression on fishing activities and to mitigate the effects of the market disruption on the supply chain of fishery and aquaculture. It was tabled by the European Commission on 13 April 2022, and it complements Commission Implementing Decision (EU) 2022/500. The European Parliament endorsed the draft law on 6 July, followed by the Council of the European Union on 18 July. The Act was signed by the co-legislators on that same day and published in the Official Journal on 22 July 2022.
