Summary:Directive (EU) 2023/2661 - adopted by the co-legislators on 22 November 2023 - introducing amendments to Directive 2010/40/EU on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport. Further information:Directive 2010/40/EU - also known as the ITS Directive - provides a framework for the adoption of common standards and specifications in the European Union (EU) for the creation of Intelligent Transport Systems (ITSs) in the field of road transport. In December 2020, the Sustainable and Smart Mobility Strategy envisaged the transformation of the EU's transport system to achieve the objective of sustainable, smart and resilient mobility. In this context, the strategy identifies the deployment of ITS as a key action in building a connected and automated multimodal mobility system. In 2019, the European Commission carried out an assessment of the ITS Directive which showed its positive impact on the deployment of ITS across the EU. However, it also noted that such deployment was still often limited in geographical scope, and that further action was required on interoperability, cooperation and data sharing to enable seamless and continuous ITS services across the EU. In the same year, a report on the implementation of the ITS Directive was also published. This Directive updates the existing legal framework. It expands its scope to cover new and emerging challenges, and by allowing ITS services to be made mandatory across the EU. It aims to allows the benefits of digitalisation in the road sector to be reaped. Additional rules are also introduced to improve alignment with evolving practices and standards. The draft law was adopted by the European Commission on 14 December 2021 as part of policy package aimed at improving the EU's transport system and its sustainability. The Council of the European Union adopted its general approach to the proposed Directive on 2 June 2022. The plenary of the European Parliament endorsed a negotiating position on 21 November. An informal agreement between the co-legislators on a compromise text for this file was reached on 8 June 2023. This was formally endorsed by Parliament on 3 October and by the Council on 23 October. The Act was signed by the co-legislators on 22 November 2023 and published in the Official Journal on 30 November 2023. |
