Summary: Decision (EU) 2022/591 - formally signed by the co-legislators on 6 April 2022 - setting out the General Union Environment Action Programme to 2030 (8th EAP). Further information: The Environmental Action Programme (EAP) provides a framework for the EU's overall environmental policy development and guide the policy-making by identifying priorities and setting out a long-term vision and goals. The EAPs have guided the development of EU environment policy since the 1970s. The seventh programme was scheduled to expire in December 2020 and its Article 4(3) requires the European Commission to present a proposal for an eighth programme in a timely manner with a view to avoiding a gap between the two programmes. The Council of the European Union and the European Parliament urged the Commission to put forward a new programme. The European Green Deal also announced the adoption of a new environment action programme. The 8th Environment Action Programme (EAP), embedded with the vision and priority objectives of the Green Deal, thus aimed to support the European Union's common commitment to a green recovery. The draft Decision was tabled by the European Commission on 14 October 2020. Member State representatives adopted a general approach on behalf of the Council on 17 March 2021, followed by the plenary of the Parliament in July 2021. An informal agreement between the co-legislators on a compromise text regarding this file was reached on 2 December. This was endorsed by the Parliament on 10 March 2022 and by the Council on 29 March. The Decision was formally signed by the co-legislators on 6 April 2022, and published in the Official Journal on 12 April 2022. |
