Summary:Recommendation adopted by the Council of the European Union on 23 November 2023, focusing on the enabling factors for successful digital education and training. Further information:Despite the efforts undertaken over the years, the Member States of the European Union (EU) were yet to fulfil a system digital transformation in education and training. Many countries still struggled to attain sufficient levels of investment in digital education and training infrastructure, equipment and digital education content, digital training of teachers and staff, monitoring and evaluation of policies. The Recommendation calls on all Member States to ensure universal access to inclusive and high-quality digital education and training so that the digital divide is addressed. It sets out guidance and action that countries can pursue to implement a whole-of-government and multi-stakeholder approach as well as a culture of bottom-up innovation and digitalisation led by education and training staff. The draft Recommendation was adopted by the European Commission on 18 April 2023, in the context of the European Year of Skills. It drew on the outcome of Structured Dialogue on digital education and skills between the Commission and the Member States. It also delivers on priorities set out in the Commission's Digital Education Action Plan 2021-2027. The Council of the European Union adopted the Recommendation on 23 November.
