Summary:Recommendation adopted by the Council of the European Union on 27 November 2023, setting out a framework supporting the design and implementation of social economy strategies by the Member States of the European Union (EU). Further information:Despite their contribution to society, social economy organisations often face obstacles in developing and scaling up their activities due to a lack of understanding and recognition of their business models. In December 2021, the European Commission adopted a Communication setting out an Action Plan to support the development of the social economy across the EU. This Council Recommendation calls on Member States to develop comprehensive strategies for the social economy, by adapting policy and legal frameworks. Measures recommended seek to facilitate access to funding, to markets and to public procurement for social economy entities, make best use of state aid rules and develop a favourable taxation environment, and increase the visibility and recognition of the social economy. The draft Recommendation was adopted by the European Commission on 13 June 2023. Member States reached a political agreement on the proposed text on 9 October, and formally endorsed the Recommendation on 27 November 2023. The Act was published in the Official Journal on 29 November 2023. |
