Blended learning in formal education and training is the term used to describe when a school, educator or student takes more than one approach to the learning process. The proposed Recommendation comprises a number of short-term measures aimed at responding to the most pressing gaps exacerbated by the COVID-19 (coronavirus) pandemic, as well as a way forward for blended learning environments and tools in primary and secondary education and training.

The initiative was put forward by the European Commission on 5 August 2021. The Council of the European Union adopted the Recommendation on 29 November 2021.
