Summary:Recommendation - adopted by the Council of the European Union on 10 March 2014 - setting out a Quality Framework for Traineeships (QFT). Further information:Traineeships have become an important entry point into the labour market for young people. Their spread has been accompanied by growing concerns concerning the training content and working conditions. The Quality Framework for Traineeships seeks to improve the quality of traineeships, particular in this regard. Its aim is to ease the transition from education unemployment or inactivity to work by putting in practice a set of 21 principles. In December 2012, the European Commission presented its Youth Employment Package, which included the launching of the second stage consultation on a QFT, following repeated calls by the co-legislators. The consultation, alongside other studies and surveys, identified a range of problems affecting traineeships in the European Union (EU). Insufficient learning content and inadequate working conditions were highlights, as was the issue of potential replacement of paid workers with trainees. A draft Recommendation was eventually adopted by the European Commission on 4 December 2013. The Council of the European Union adopted the Recommendation on 10 March 2014, which was published in the Official Journal on 27 March 2014. |
