Summary:Recommendation adopted by the Council of European Union on 18 December 2023 seeking to establish a framework aimed at attracting and retaining research, innovation and entrepreneurial talents in the European Union (EU). Further information:Researchers are deemed essential to the research and innovation system in the EU, and the need to strengthen research careers, retain talents and make the overall system stronger and more competitive has been identified. The European Commission's Communication on A New ERA for Research and Innovation acknowledged just as much, provided a comprehensive approach towards research careers in the EU through and set out a toolbox of measures. The need for more coordinated action at EU-level to overcome the existing challenges was identified by the Council of the European Union in May 2021. Further acknowledgment was included in the Council Recommendation on a Pact for Research and Innovation in Europe (2021) and in the Council conclusions on the Future Governance of the European Research Area (2021). The Council Recommendation seeks to strengthen the European Research Area (ERA) and contribute to the implementation of the ERA Policy Agenda (2022-2024). It provides the standards that can guide Member States, research organisations, funders and stakeholders in increasing stability and attractiveness of research careers. The objective is to retain European researchers, and make the EU an attractive destination for foreign talents. It comprises a definition of researcher, measures to make the research career more attractive, a new Charter for Researchers, and a European Competence Framework for Researchers (ResearchComp). The draft text was adopted by the European Commission on 13 July 2023. The Recommendation was adopted by the Council of the European Union on 18 December 2023 and published in the Official Journal on 29 December 2023. |
