Summary: Recommendation (EU) 2021/119 - adopted by the Council of the European Union on 1 February 2021 - introducing a number of amendments to Council Recommendation (EU) 2020/1475 setting out a coordinated approach to the restriction of free movement in response to the COVID-19 (coronavirus) pandemic. This is a text with EEA relevance. Further information: Council Recommendation (EU) 2020/1475 aims at ensuring the coordination and timely communication at the EU-level of measures taken by Member States that restrict free movement due to the pandemic. As set out by the latest Communication on addressing the pandemic, the rolling out of vaccines takes place alongside a new wave of infections in a context where new variants of the disease take hold across Europe. Therefore, travel is still a particular challenge at this point. All non-essential travel - especially to and from high risk areas - should be strongly discouraged until the epidemiological situation considerably improves. This is supported by the latest assessment published by the European Centre for Disease Prevention and Control (ECDC). The latest recommendations provided by the ECDC led the European Commission to update Council Recommendation (EU) 2020/1475. Proportionate, non-discriminatory travel restrictions and testing of travellers should be maintained or reinforced, in particular from areas with a higher incidence of variants of concern. Where required, quarantine of travellers should be put in place, with appropriate exceptions for travellers with an essential function or need. Such targeted measures aim to prevent the need for border closures or blanket travel bans and suspension of flights, land transport and water crossings between Member States. The proposed amendments were published by the European Commission on 25 January 2021. The Council of the European Union adopted the Recommendation on 1 February 2021. It was published in the Official Journal on the following day. |
