In 2002, the ILO started discussions on a global scale on a complete and up-to-date set of international standards for the fishing sector, in order to guarantee proper protection for fishermen at global level. This resulted in the adoption of the Work in Fishing Convention in 2007. So far, France is the only EU Member State to have ratified this Convention. In 2007, the Commission launched the first phase of consultation with EU social partners, by which the latter were invited to "examine the possibilities of a joint initiative to promote the application within the EU of the provisions of the recent ILO Work in Fishing Convention, 2007". The General Confederation of Agricultural Cooperatives in the European Union (Cogeca), the European Transport Workers’ Federation (ETF), and the Association of National Organisations of Fishing Enterprises in the European Union (Europêche) started negotiating in 2009. An Agreement was concluded on 21 May 2012, and later amended on 8 May 2013. On 10 May 2013, EU social partners requested the Commission to implement their Agreement through a Council Decision. The purpose of this proposal is to implement the Agreement concerning the implementation of the Work in Fishing Convention, 2007 of the International Labour Organisation (ILO), between Cogeca, ETF, and Europêche. With this proposal, the Commission aims to improve the working and living conditions for fishermen working on vessels flying the flag of an EU Member State, by establishing a consolidated legal framework which is suited to working conditions for the sea fishing sector. |
