Summary: Proposal for a Council Decision put forward by the European Commission on 17 October 2019 concerning the conclusion of a Protocol to the Fisheries Partnership Agreement between the European Union (EU) and Senegal. Further information: The Fisheries Partnership Agreement between Senegal and the European Union entered into force on 20 November 2014 and has since been renewed automatically. The existing Protocol was due to expire on 19 November 2019. An ex-post evaluation was carried out by the Commission in 2019 on that Protocol as well as an ex-ante evaluation of a potential renewal of the Protocol. The assessment concluded that the EU fishing sectors were firmly interested in fishing in Senegal and that a renewal of the Protocol would help strengthen monitoring, control and surveillance and would contribute to improved governance of the fisheries in the region. As a result, the Commission undertook negotiations with the Senegalese government with a view to concluding a new Protocol to the Agreement. Following these negotiations, the new Protocol was initialled on 19 July 2019. On 17 October 2019, the Commission presented proposals for Council Decisions on the signing and conclusion of the Protocol. The Commission also proposed a Regulation setting out the allocation of fishing opportunities under the Protocol. |
