Proposal for a Council Decision modifying the Decision of the Council and the Representatives of the Governments of the Member States of the European Union, meeting within the Council, on the signing and provisional application of the Agreement in the form of an Exchange of Letters between the European Community and its Member States, on the one part, and the Russian Federation, on the other part, on ‘Agreed Principles of the Modernisation of the Existing System of Utilisation of the Transsiberian Routes’ a

On 24 November 2006, the Commission Vice-President Barrot and Mr Levitin, Transport Minister of the Russian Federation, initialled an Agreement ("Agreed Principles of the Modernisation of the existing system of utilisation of the Transsiberian routes"). On 7 May 2007, the Council formally endorsed this agreement and approved its signature in form of an Exchange of Letters (Council Decision CS/2007/08202).

Despite its previous commitment, however, the Russian Federation has not yet signed the Agreement. The Commission has continuously addressed this issue with the Russian Federation over the last few years and it has now been agreed to formally sign this agreement over the coming months.

Due to the delays, two implementation dates of the 2006 Agreement have already passed. To rectify this situation, the Commission has proposed to the Russian Federation to amend these dates before the Agreement is eventually signed. No further changes shall be made to the rest of the Agreement.
