Prodi says EU needs new constitution to avoid split

At a meeting in Dublin on 6 January 2004 to launch Ireland's Presidency of the European Union, Romano Prodi, President of the European Commission, warned that the EU could split into two camps moving at different speeds if agreement on a new constitutional treaty was not reached before the end of 2004.
