This report examines the Proposal for a Council Framework Decision on certain procedural rights in criminal proceedings throughout the European Union and concludes that minimum standards are needed to improve public perception of criminal procedures in other Member States and to enhance mutual trust between the authorities in Member States executing mutual recognition requests. The Report also contains a detailed analysis of the Framework Decision and makes a number of specific recommendations for change.
