The European Commission confirmed on 5 April 2004 that it had, on behalf of the European Community and ten Member States (Italy, Germany, France, Spain, Portugal, Greece, Belgium, The Netherlands, Finland and Luxembourg), been in negotiations with Philip Morris International regarding the terms of an agreement to combat illegal trade in counterfeit and genuine cigarettes.
