The Irish Prime Minister, Bertie Ahern , accompanied by the Minister for Foreign Affairs, Brian Cowen, presented Ireland's National Declaration on military neutrality at the European Council meeting in Seville on 21.6.02. A European Council Declaration on Ireland's policy of neutrality was also agreed by Partners at the meeting
