The European Commission on 17 October 2005 adopted a Green Paper on Mental Health to tackle mental illnesses which now affect over one in four adults in the European Union. The Green Paper, aimed to launch a public consultation on how better to tackle mental illness and promote mental well-being in the EU. The Commission was planning to initiate a wide ranging debate on the issue, to highlight the importance of mental well-being and to examine how best to develop a comprehensive EU strategy on mental health.
