The prohibition which Portuguese legislation imposes on operators such as Bwin of offering games of chance via the internet may be regarded as compatible with the freedom to provide services. In the light of the specific features associated with the offering of games of chance via the internet, such legislation may be justified by the objective of combating fraud and crime. |
