Press Release: Intergovernmental Conference: Commission presents further contribution to use of qualified-majority voting in tax and social security issues

The Commission President, Romano Prodi, and Michel Barnier, the Commissioner with special responsibility for the Intergovernmental Conference, have presented a paper on extending qualified-majority voting in the fields of taxation and social security. The paper supplements the Commission opinion of 26 January 2000 on the reform of the institutions. It encourages use of a more effective decision-making process so as to guarantee the smooth functioning of the single market ahead of enlargement.
