On 8.6.00, Viviane Reding, the European Commissioner responsible for Education and Culture, presented the initial European report on the quality of school education to the education ministers of the 15 Member States. Comparisons between the countries are based on 16 quality indicators relating to pupil attainment in key subjects such as reading or mathematics, dropout rates, the participation of those involved in the education system in its evaluation and the resources available. The report does not prefigure any harmonisation of the Member States' education systems. It seeks to equip decision-makers in the field of education with tools to help them establish their priorities and to encourage the exchange of good practice in the sphere of education and training in Europe.
