'Policy against Hunger III' was the subject of an international conference in Berlin that addressed the question as to what effects trade deregulation would have on developing countries, e.g. in the case of agricultural trade, a matter currently being negotiated at the World Trade Organization. Background on millennium goal of halving hunger and poverty by 2015: according to the World Report on Hunger, published by the FAO for the year 2003, the number of people in the world who chronically do not have enough to eat rose to a level of 842 million. Of these, 798 million live in the developing countries. This stands in contrast to the first UN millennium goal announced by heads of government meeting in New York in September 2000, i.e. that they will seek to halve poverty and hunger worldwide by the year 2015
