The European Commission sent a reasoned opinion to Luxembourg on account of its regulations which require persons wishing to provide services temporarily to obtain an authorisation of establishment. A reasoned opinion is the second stage in infringement proceedings as provided for in Article 226 of the EC Treaty. If it does not receive a satisfactory reply within two months, the Commission may refer the matter to the Court of Justice of the European Communities. |
