The acceleration of economic globalisation since 1980s multiplied the opportunities for economic crime in Europe. Following the multi-billion EURO financial fraud and misconduct schemes of Enron, WorldCom and Tyco International, the Parmalat scandal at the end of 2003 showed that economic crime of this magnitude is also possible in Europe. In view of increasing concern of the cost and damage of economic crime for European societies, the Council of Europe – in cooperation with the Ministry of Justice of Portugal – organised an Octopus Interface Conference on “Combating Economic Crime”, Lisbon, September 2005.
