The European Commission filed an appeal before the U.S. Court of Appeals on 19 July 2002 on behalf of the Community and ten Member States against the dismissal of its cigarette smuggling action, and has been supported by the World Health Organisation, the U.S. Campaign for Tobacco-Free Kids and the U.S. Federal Law Enforcement Officers Association. The action is against three cigarette manufacturers - Philip Morris, R. J. Reynolds and Japan Tobacco.
