Member States should freeze all funds held by 27 organisations and individuals suspected of supporting and financing terrorist activities proposed the European Commission on the 2nd October 2001. The proposed Council regulation, agreed by the European Council on 21 September, is a binding legal instrument that would apply to the holding and transfer of funds within the European Union. |
