The European Union and the Russian Federation signed a new 'Agreement on co-operation for Science and Technology' (S&T) during the 12th EU-Russia Summit in Rome on 6 November 2003. This agreement is key to ensuring the participation of Russian scientists in the EU Sixth Research Framework Programme (FP6 2002-2006). The previous EU-Russia scientific co-operation agreement entered into force in May 2001 and expired on 31 December 2002. The new agreement is based on the principles of mutual benefit, reciprocal opportunities for participation in each other's S&T programmes and activities covered by the agreement, non-discrimination, effective protection of intellectual property and equitable sharing of intellectual property rights (IPRs). The agreement will lead to common research efforts in fields such as biomedicine and health, the environment and climate, including earth observation, non-nuclear energy, information society technologies, social sciences, and training and mobility of scientists. |
